I bet he's committed some delightfully obscure offence, like polluting a tidal river, or obstructing the free passage of river traffic, or contravening the laws for the good governance of rowing boats, or just "being a prat, contrary to common law and the Town Police Clauses Act".

Yes it is always so easy to say this after the event.

Considerng it is the first time it has happened in about 100 years why do you think they should be looking out for this?

Also where he went in there are lots of trees and bushes so it would be very easy for a person to slip in between a couple of trees, remove their "top" clothes and get in the water.
