It is, apparently, an email correspondence between the British Ambassador to the US in Washington DC and the American Ambassasor to the UK in London.

I particularly like the English Ambassador's final pop at the Americans. Classic.

I can see why the USA are annoyed about the oil leak, I mean, they've never been responsible for anything like it have they? apart from....Exxon Valdez Oil Spill Disaster......oh, and a few others, but hey whose blaming anyone here? Bloody USA hypocrisy rules ok!
