The clincher here is the http:// non-secure address
A well-known scam - I don't even have a Paypal account but have had these emails!
As a general rule, if one feels a need to ask, "Is this a scam ?", Then the answer is, "Yes."

I've had a very similar thing:

I deleted and ignored it and no money taken from my credit card, I was relieved to find. No joy from PayPal, though, when I forwarded the email to [email protected]
