By wise you surely mean atheists. Don't you? A typical atheistic belief.
It is a quote, put in the present tense, from, or paraphrase of a passage in, The Decline and Fall of the Roman Empire by Burke, where he summarised the Roman view of religion. You may not think it has any relevance to modern times. No doubt many wise men then thought a system of many gods, of different importance, right down to one who looked after the door of the house, all with practices and beliefs associated, was false. We do not have so many who think that there are no deities at all..
