Why is it - that when we burp, we are inclined to say - "Oops, pardon me" - or perhaps - "excuse me" - and yet if we happen to 'pass wind' (or, to put it bluntly - Fart) we laugh ?

Possibly because a burp is transitory and an apology means that it's 'over and done with'.
Whereas a fart makes its presence known for quite some time. It would be ridiculous to keep saying "Sorry, sorry, sorry,. . " for several minutes until the smell disappeared, so it's easier to try to laugh it off.

Because, and I'll brook no argument on this, farting is funny.

Well I've been told it tickles . . . don't it?
Butt usually the only one laughing is the one who is exhaling that is, unless there's more to it than just gas

These are just social thing. In few countries it is completely other way around.

If everyone takes deep breaths, a fart smell goes away quickly.
