A dishonest Welsh publisher

I'm a Japanese, who is learning Welsh by himself. I ordered a book and a CD from a Welsh publisher via their site at the end of May. Three months have passed but the items haven't arrived. Of course I confirmed my money had been paid by credit card.

I sent four emails to two addresses of the publisher to see if my order had been properly handled but I was completely ignored. They haven't so much as replied to my emails!

I'm furious. I feel betrayed and disappointed by the publisher's dishonesty, for I am an eager learner of Welsh and I've been looking forward to the book and CD.

What shall I do?
Is there any organization in Wales which deals with comsumer affairs ? And do they help a foreigner living abroad like me as well?
Please, please give me some advice.

We have trading standards, who you should be able to report the company to, I suspect they'll want to look at the company regardless of your nationality.

UK credit cards allow you to claim the money back from merchants for a variety of reasons, the process being called a chargeback. You may have the same protection in your country, hopefully you won't be out of pocket.

Spheric, I appreciate your advice!

I am starting a procedure with my credit card company.
They say they will research the problem and let the publisher refund my money as long as the research is completed within 120 days from the date of purchase.

In my case only thirty days are left, so there is a possibility that they will terminate the research, which means the refund is not secured.
But thank you anyway.

My aim of the submission of the question is being fulfilled.
But here is another aim as well. I wanted everyone to know there is a dishonest publisher in Wales (I have an urge to reveal the name but I'm keeping it down)

According to their site, it is "Wales's largest independent publisher". Indeed their name is found in many books in Welsh, but their customer service skills are so rude and poor as to discourage a foreign student from learning Welsh and leave him a bad impression of Wales!

I assume you are referring to Gomer Press. If that is so, you could telephone them:

I appreciate such a call could be expensive from Japan but you could use Voip such as Skype.

Or somebody you know in the UK could phone on your behalf.

As for the name of the publisher, I say no comment.

Be it Gomer Press or not, I myself was thinking of giving them a call.
I know I'm at advantage; I'm a customer with a good reason for complaints. But I have a half mind to call them because I'm not ready for the case where I get offended.

Still, the time might come when I will call them as a last resort.
