Violence against foreigners

From my point of view the Olympics have thus far been amazing from many different perspectives, showing China in a positive light.

There was however some sad news about an American who was killed there. An article I read avout it stated how safe China normally is and I quote;

"Attacks on foreigners in China are extremely rare... punishments for crimes against foreigners are heavier than for crimes against Chinese".

I wonder how common it is in countries for crimes against foreigners to be punished more heavily than crimes against citizens.

I think that this is remarkable. This definately is not true in the UK, i wonder if this applies to any other countries? Do you think that it reflects different national attitudes towards people from other countries?

You may think that in the UK there are no heavier penalties Mani, but for some crimes, if there is a racial or religious element, the penalties ARE higher.

There is a table here showing that for some things, there are higher penalties.

I'd say that any country that relies on tourism has stiffer sentences.

Thailand even have their own tourist police force.
