Under what circumstances is the term acceptable?

I am not exclusively looking for answers in respect of religion, your answer can relate to any field.

Do not agree with that link's definition. People are held responsible for there own actions, if is utterly unacceptable to say those unable or unwilling to confront others share blame. Intervening when appropriate is the domain of the courageous who act beyond any moral duty.

Collective responsibility is about a group agreeing to support and be responsible for the group's activities and/or statements.
