Is it ok, as a guest, to wear a white dress to a wedding?

Yes if no lace.... no floaty chiffon or anything else that is remotely bridal a simple white shift with bold accessories and a coloured jacket is just about ok but not really the done thing...nor should you wear the same colour as the bridesmaids

basically its ok as long as no-one could mistake you for the bride - so perhaps coloured shoes, bag, tights, jewellery, hat etc and maybe a jacket or wrap or something.

definitely no veil.
