In terms of people, yes - by far - and probably up there in terms of missiles etc - it really is one of those multi faceted questions as it depends on how you want to measure it.

yeah, agreed, there is no straight answer. especially considering some of the supposed top millitary powers like USA and russia were beaten by Vietnam and Afghanistan. It can vary.

China - I know that because at one point, the NHS was the third largest employer in the world, behind 1) the Chinese Army and 2) the Indian Railways
