maybe like a concave shape in a piece of foam so it will be tricky to get it neat with just scissors or a knife is there a special tool you can get for this type of job

An electric carving knife can be used.Can depend on the density of the foam tho

personally dont think there is, you could contact a foam shop/supplier on line? and take some advice,

Legend's answer is the most commonly recommended method. Another way is to make a plywood, hardboard, or MDF pattern, lay it on the foam, and compress the foam until it's fully flattened. (This could take quite a bit of pressure). Then cut the foam along the curve with a Stanley knife, using a new blade. When compressing the foam, you have to make sure you push straight down, with no sideways movement. Try on a scrap piece.
