I think these were intended to pinch necklines eg to create a sweetheart shape, hence often come as pairs.

Just a thought, do you mean wear?
Not all that long ago, you used to be able to get shoe-clips - usually sparkly buckles or similar to glitz up a boring pair of shoes. If you have a pair of clips, you may have shoe-clips. Or one of a broken pair. Or you may have a scarf clip which is meant to hold a scarf at the front of the neck with the ends crossed within ( or through) the clip.

I suspect what I'm looking at is a scarf clip. It has a round clip which I imagine the scarf would slip through. I'm not sure that's so easy with today's rather voluminous scarves.
My goodness , I used to sell those in London department stores 45 years ago. I could show you lot's of ways to use it ! I haven't seen one in years.....
Scarf clips have a ring at the back like this

I have several inherited from my late MiL .Pretty to look at but definitely don't take the long scarves we wear these days.
I have a pair of Art Deco type dress clips inherited from a great aunt of my husband.Again very nice to look at but impractical really for todays gear.

I also meant to say that I've recently found myself browsing various types of vintage jewellery...this came up amongst the vintage Celtic/ Scottish agate brooches.
