Silver Pendant To One's Own Design

Does anyone know how to find jewellers who will create a pendant to a personal design. It would be in silver, inset with a semi precious stone which has to be engraved with a design?

Is there an Art College anywhere nearby? They train silversmiths and often welcome commissions.
