Help!! Noddy hat

For Children In Need Day, my sixth form is having a fancy dress day, and I want go go as Noddy. I only found this out yesterday, and I have not been able to find a hat anywhere, so I've resorted to making one!

I have blue felt but no idea how to do it - any suggestions?!!

It's sort of like a Santa Hat style! Any help is really appreciated! Cheers!!
