As far as I know Ammonia Buffer is only up to pH 10.
You need Sodium or Potassium Hydroxide to get as high as pH 13. Here is a link to a company that supplies pH 13 buffer ready to use (still Hydroxide based though)

As I thought, you can not make a pH 13 buffer with ammonia it is only a 'weak' base, that pH range needs a 'strong ' base. See this link for details of weak and strong bases.http://en.wikipedia.org/wiki/Base_(chemistry)
