Inventor of process to make steel from low-grade ore

I vaguely recall something like a 19C Clerk to a Central London Magistrate's Court, in his back garden perfecting a process to make steel from low-grade iron ore.


It was said that had the Germans not got hold of the technique they could never have prosecuted WWI using the ore mined in their country.
