Everyone wants clean environment to live in. New technologies, education & governmental incentives & legislation can help to curb pollution of carbon dioxide, plastics, smog, toxins, etc. Banning the sale of cars run solely on fossils fuels by 2040 is an example of governmental incentives & legislation to curb pollution.

About half of all fossil fuels had been burnt since the industrial revolution & has given raise nearly a degree centigrade rise in global temperatures. Thus if the rest of fossil fuels are burnt a total of about 2 degree centigrade rise will be likely. Hotter air can cause extreme climate. Global warming of around 2 degrees centigrade will cause increased coastal flooding, as well as more drought & famine - turning agricultural land into desert (in an era of exponential population rises).

Apparently, UK experimental SABRE (Synergistic Air-Breathing Rocket Engine) ram jet engine is capable of single-stage-to-orbit capability at over Mach 5.2 (3,800 mph). SABRE engines burns hydrogen with atmospheric oxygen and when the space plane reaches an altitude of around 16 miles and five times the speed of sound (i.e. Mach 5), it switches to its onboard liquid oxygen tank to reach orbit. Being in orbit, such a craft can travel in opposite direction to the rotation of the earth thus saving energy & time of travel.

For example, http://www.telegraph.co.uk/news/science/science-news/9709041/Britain-to-Australia-in-four-hours-with-new-engine.html confirms that using space plane travelling between UK to Australia could take around 4 hours.

The only viable source of Hydrogen is the splitting of water, H2 0, into Hydrogen and Oxygen by electrolysis. If we can supply the electricity for the electrolysis from solar ,wind, tidal power we really will have unlimited 'free' power. There are other problems such as developing batteries that can store the power , but they are solvable.

So what is your question? Seems to be lost amongst a load of unprovable guff about climate change and taxation.
I regularly find willbewhatiwill's questions to be a combination of a question and a lecture. For that reason I practically lose the will to live halfway through reading them so rarely respond.
The problem with your question engendering debate, if you don't mind me saying so Will, is that you waffle about related but unnecessary points and often they require a fair degree of in-depth research / knowledge to fathom out whether you're being factual.

Youngmafbog,

HMRC take in taxes in financial year 2016-17 is £566.8bn. 5% of which are taxes/duties on hydrocarbons which is therefore £28.68 bn. If hydrocarbon is being phased out, the £28.68bn had to be found elsewhere.

As regards my question it is: If hydrocarbon is being phased out, how & how is 28.68bn be found?

As regards the fiqures of 5% of hydrocarbons from total tax take see https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/630433/Jun17_Receipts_NS_Bulletin_Final.pdf
Ah, I see.

Well clearly taxation will have to be amended to accommodate this. No doubt there will be a 'road tax' probably based on the number of miles you have done and the roads you used. It will be much easier to do this when electric cars are in full swing with sufficient computing power to do it.

naomi24, Zacs-Master,

I like to give the necessary accurate background information, backed up by links to facilitate an informed debate.

///you waffle about related but unnecessary points and often they require a fair degree of in-depth research / knowledge to fathom out whether you're being factual///

I've come to the conclusion that they are really not worth the effort tbh.
Figure 11 in your link puts hydrocarbon receipts at about £17bn for the last year not nearly £27bn.

By the way 5% of £566.8bn is £28.34bn.
Might I suggest writing the question with a précis and submitting it, then submitting an answer with the more verbose prose?
hydrogen is a white elephant, it wastes 96% of the energy required to produce it. It'll never be viable for mass usage.
the short answer is that taxes will be as high as the government needs to bring in the money it wants; that's how the country is run.
The Think Tanks are on it of course and seeking ways to recoup revenue - toll roads one of many ideas floated.

youngmafbog: "a load of unprovable guff about climate change"

There is no doubt that CO2 (carbon dioxide) in the atmosphere give rise to the ‘greenhouse’ effects. This is not only witnessed on earth but in planets in the Universe with CO2 in the atmosphere . Also, there is no denying CO2 also cause climate change & extreme weather. Look at the recent unprecedented diminishing ice caps in the Polar Regions.

Global warming is real CO2 was around 280 ppm during Industrial Revolution. In 1958, atmospheric CO2 was at 315 ppm and was 340 ppm in 1988. Atmospheric CO2 first exceeded 400 ppm since record began on 10 May 2013.
"As regards my question it is: If hydrocarbon is being phased out, how & how is 28.68bn be found? " - we could make ciggies £40 a pack!
the primary green house gas is water vapour.
Toll roads are too expensive to operate. As I said above it will, eventually, be done on your driving habits like type of road and distance travelled. All by YOUR car so the Government dont have to spend any effort collecting the data. I'd also suspect charge points will collect data from the car.
There is no proof whatsoever, the earth is not stable and changes continually. Using 200 year old records to base your 'facts' on is ludicrous.
You seem to have so many basic misunderstandings about physics, chemistry and general planetary geography that I would urge further study before posting these rambles.
Tora, it's not £28.68bn though, it's around £17bn according to the stats in Will's link, so his facts are flawed from the start (not to mention his incorrect working out of the 5% figure).
You will pay for the amount of electricity consumed to charge the batteries, you will pay a fee for being on the road, a proper road tax and you will pay per mile travelled. All this will be charged under one system called paying through the nose.
