Completing Paper Tax Form

Not sure if this is the right place to post this, but here goes anyway ....

Have just read that, from 1st October, anyone who completes a paper tax declaration form for the HMRC, will have to indicate the Local Authority code. Now does that mean the local authority where I live or should it be the local authority of where the property is which I pay tax on the rent? That's one question.

The other question is: how can I find out the Local Authority Code?

Would be grateful for a bit of advice, please, many thanks. Chox.
