4d Lacking consistency - unlike 1984, for example ? Answer is UNEVEN, but what is the relevance to 1984 apart from it being an even number ?

1984 is a novel by george orwell about a country run by a totalitarian government.

Thanks shooty, but I am still none the wiser as to why the novel 1984 by Orwell has anything to do with "Lacking consistency"
perhaps the setter has used 1984 as an instance of an even number just to cause such confusion
Hi 0801, I don't purchase the Telegraph, but from other postings on here over the months, I was under the assumption that the setter likes to use Novels, literature and such in His/Her clue references. My thoughts was that a 'Totalitarian Government' would be a consistent Ruling of power (unwavering dictatorial control) IE, direct even control(not black or white policies).
I am obviously looking to hard into the clue and apologies for any misunderstanding that I may have caused (just my thoughts). : )
