Sunday Post Cryptic Crossword Problem

I seem to have a problem with this puzzle.
8A Capital city in Czechoslovakia.(4 letters)

I can only find BRNO but it doesn't fit with my other answers.
I have:
1A Tiptop
3D Troop
2D insures
10A Proposer
If they are correct then the capital should be ?s?o.
Any help with this confusion would be greatly appreciated.

8a is OSLO as in CzechOSLOvakia
I have the same for the other answers you have but am stuck on 18d
of the easy crossword (5) ?p?t? increased quantity.
