Can anyone help with Second Fitting Page 38 Puzzle 9. I have tried every permutation to ge the 2 word phrase. I am literally pulling my hair out!

No clues I'm afraid. There are 20 words to fit into a grid, running in any direction and there are some squares that are highlighted, which will provide the phrase. It's a nightmare! The page now has holes in it from erasing the answers so many times!
