The OBE is a higher honour than the MBE

I think an Order of the Britsh Empire is slightly higher than a Member of the B.E.
(No doubt I'm wrong, another AB'er will elucidate )

Your rank in Society or the Armed Forces determines the level of the award. OBE is certainly higher than MBE, but CBE is even higher than that, ranking one degree below a knighthood/damehood. KBE/DBE.
