Its not daft.

It is to stop candidates providing all sorts of "goodies" (free food, free drink, fancy meal in a restaurant, free gifts and so on) that may influence voters.

Sausage rolls may seem trivial, but if you allow SOME food to be offered where does it stop. If it is ok to offer sausage rolls, can you then offer alcoholic drinks, or a three course meal, a free ipad and so on.

Best to say you can offer NOTHING and that makes it clear to everyone.
Tripe would have been more appropriate.
Some people would be daft enough to vote according to whether they got a free sausage roll or not (the bribery bit is not daft) - after all some apparently pick a supermarket just for a free coffee.

VHG is right. The rule's no secret and candidates shouldn't be caught out by it. (I'm doing this one the courtesy of accepting he wasn't really trying to bribe anyone.)

I'm pretty sure the daft bit AOG was referring to was whether voters could be swayed by food - not the act of offering such things which anyone who works in the public sector knows is against the rules.
