It seems to be NAVAN, but you were in the right country!
sure it's not Cavan? - that is a county whereas Navan is a town

also: C + avan(t) - with 'forward from Toulouse' being used both for 'avant' and for the T (first letter) being discarded as an outside letter
The G comes from 25a As a result of brain damage often lay back in nurse's embrace. AGNOSIA - song being the lay backwards?
...Sorry meant the "N" comes from ....
French for "forward" is "en avant" - take out the flanking letters, i.e. first and last, and you get "navan" - but Navan is a town. Could the maestro have confused "Cavan" and "Navan"?
Another thought - could "town" have been omitted as a second word in the clue? Navan is a county town.
