I'd think that 'ratable' seems the best bet as 'taxes' is in the clue. I know it's the, much maligned, 'quick/easy AKA non-cryptic' jobbie, but not THAT quick or easy, methinks.

Being a long-term renter/council flat dweller, well, not something that I've (thankfully) come across.
