i would say accent is people speak and dialect is the words people use.

Musically speaking 1st is melody 2nd lyrics :-) (ie. what Dexter said)
dialect uses different words
accent uses different intonation, i.e. pronounces wordds differently
Someone with a Geordie accent can read a script written in Glasgow dialect...or vice versa, of course.
dialect is the pronounciation and understanding of speech within a certain area - an accent how this comes across to those not indigenous to that area.
