Does anyone know the saying Whistling Rufus?

When my brother was younger he used to whistle all the time and my Mum always called him Whistling Rufus, does anyone know who he is or was.

It's one of those tunes that everyone seem to have heard at some time or other. But I actually didn't recognise it in QM's link. I think it's a bit too flowery an arrangement to allow you to pick out the basic melody. Try here for a more straightforward version.
