this on google. short intro to a radio musical of the name about someone rich and someone poor and during the course of the war their fortunes are reversed....
I know it was a phrase from a film or radio show or something. Rigsby in 'Rising Damp' was always asked why his cat was called Vienna. "So when I put it out for the night I can shout 'Goodnight Vienna!' "
So that's what Ultravox were singing about; Rigsby's cat.
It came from a popular song by Jack Buchanan, who was a sort of variety performer in the 30s.
