My sister's friend has been offered (to her delight) we hope

In the the letter she has been offered a "preliminary offer" of a one bedroomed apartment.

She is a little autistic - but if she is being given this - it is her dream as it is beside her brother.

What does preliminary offer truly mean. Quick answer please - as they are on the phone.

That they are offering it to her but could take the offer back if they find out something they don't like.

Your question is too vague as we don't know if its council or mortgage or anything!!

It is a fold - and she has been doing everything she can to get out of where she is at the moment because of students. Thanks Islay. They will like her as she is harmless being and all her debts are paid off etc. It will be council as you see.
What is a fold?
Sheltered Housing?
No idea, google translate doesn't know either :(
Question Author

I am over the moon for her as she was getting tortured with students over the past 20 years - you know your future solicitors, doctors, psychiatrists,

drinking, urinating defecating, screaming rape - nearly every night - I truly don't how they did their work.

yes their universities have been contacted and police but nobody seems to care. Yeeha for you Monty (not her name) Am so delighted for you.
Oh! It's a HA
Hope she'll be happy in her new home.
// tortured with students over the past 20 years - you know your future solicitors, doctors, psychiatrists, ...//

well jay jay - in the thirties ( my dad was a med student ) they used to say
the young drunks of today are the young doctors of tomorrow

I think it is the young bit rather than students -
one ex tenant's late party leavers ( 8 am ) collared a passerby and said "You are my effing landlord - call me a taxi!" or possibly effing taxi ....
And she did

and I later said to him: did your guest notice she had a few dogs in tow because she was the dog walker. Your landlord as you know is a man ( around 100kg) me that is. I dont mind but if he keeps it up someone will call the police

and he said: yeah I did wonder about that ....

[ too many parties and not enough rent so he ended up on the street ]

Peter if JJ's friend lives in the Holylands area of Belfast then it will be students, but to my knowledge it only kicks off there on high days and holidays or at least it did in my day!
Question Author
Islay - I can very much assume you NEVER lived there. Only hear about it.
Assume away JJ
Yes there's bother on high days etc - St Patrick's Day and Fresher's week this year were bad, however not resticted to those times it seems.

//Trouble in The Holylands area — where many students who study at Queen’s University, Ulster University and Belfast Metropolitan College live — has been an ongoing issue for almost two decades. Ulster University revealed it has disciplined 228 students in the 2015/16 academic year over incidents in the area.//

Maybe it has changed Islay.

Question Author

I can only go on my experience which was not that long ago and say when I lived there it was only on occasions that there were issues and they were jinxs not the stuff that JJ is spouting.

JJ don't worry I will not bother responding to you again!
