Who coined the phrase 'sarcasm is the lowest form of wit' and are there any more lines to it?

Oscar Wilde is credited with this saying, but what he actually said was, 'Sarcasm is the highest form of wit, I don't think.'
I always understood that the full saying was: sarcasm is the lowest form of wit and the highest form of vulgarity.
