/// Jolie said: 'There is a global epidemic of violence against women – both within conflict zones and within societies at peace – and it is still treated as a lesser crime and lower priority. ///

Yes rape is a horrible crime, whether or not it is inflicted on women or even men, but surely there are other horrible things that take place in any war situation, why single out rape in this particular way?

i understand the concern but I think it is a pipe dream anything can be done. I don't think that Angelina Jolie is meaning to belittle anything else that goes on but the rape of local women is one of those consequences of war that, at least historically, has had little attention. Think of the Nuremburg Trials for War crimes, tending to focus on so many people getting killed, but the rape crimes of many thousands of soldiers went unpunished. It was just a part of the horror like any other. The response in WWII was apparently pretty pathetic, really. In France, typically, the proposed solution was to set up a brothel or the like so that sex-hungry soldiers could take it out on "the willing". Overall the response from virtually all armies was pathetic. Comments like "the women probably deserved it", etc etc., seem common.

Obviously that is WWII and a long time ago but the attention given to rape in war has typically been low for a long time since. Highlighting it as a serious issue is well worth it as it's one of the arguably less obvious tragedies of war.
And it's still happening.
Jim - you are talking about licensed brothels in various countries
( Found not to work in England in the 1870s, it divides the market into two, licensed and unlicensed and one can charge more )

This is more about the mass rape of German women as the Russians swept westward in 1945

or ( not in war ) when the Egyptians ( Cairenes ) were demonstating for freedom in Tahrir Square - a few years ago - they started raping the girls sudduv just for fun .....[ and the girls said yeah not that sort of freedom ]

or Delhi - someone said - a woman only goes out if she has a manservant in tow......

attitudes like this don't help:-

"If you take out uncovered meat and place it outside on the street, or in the garden or in the park, or in the backyard without a cover, and the cats come and eat it ... whose fault is it, the cats' or the uncovered meat? The uncovered meat is the problem. If she was in her room, in her home, in her hijab, no problem would have occurred." —Taj El-Din Hilaly

what hope for women if males are held to be unaccountable for their actions?

With folk getting killed and maimed and this isn't stopped, what chance stopping those involved in the violence from inflicting this on the enemy and enemy civilians ? None really. It is well-intentioned but misdirected effort, one needs to find a way of preventing the hostilities in the first place rather than concentrate on one aspect of the horror. And of course helping those affected try to get their life back to normal.
