He's a European resident. I'm not sure blaming or associating this tragedy with the EU is either relevant or useful.
The trouble is he can't be deported. The EU has seen to that.

Not forgetting that during the Brexit talks the EU position is that we cannot vet them either.
i guess the eu think freedom of movement is more important then public safety
