Thank goodness for that!!
because the jobsworths have quotas to fill

and so it becomes worthwhile to sticker some if you are low that you know will be struck down on appeal

This also occurred in the LAST Manchester bomb ( one before Ariana) when we were all chucked out and told to walk ! (must be 1995- I gorra long memory) and I said - " if I leave my car you wont ticket it?" and the meter man said no
when I came back 24h later it had been - and I said to a meter man, you said you wouldnt ticket it and he said .... ter daah

I think it is TfL realising that they would be cancelled on appeal anyway. goodness has nothing to do with it - mindless stupidity more like

It should have been common sense to whoever was responsible for issuing those tickets.

yes, you would have thought so. surely they dont get 'paid' for cancelled tickets?
