I don't think it means police from Aberdeen were sent to Glasgow.
I read it as Glasgow police were sent to the Glasgow branch of Tesco which is in a road with the same name as the Aberdeen branch of Tesco.
The Aberdeen Tesco and the Glasgow Tesco are both in streets called 'Great Western Road'

Police sent to investigate an incident at a supermarket were dispatched in the wrong city more than 140 miles away,

that is how i interpreted it, still never mind they got to the right place eventually.
Unfortunately it's not the first time that police scotland call handlers have got it badly wrong, in this case with tragic results...

Yes emmie , the police control center in Aberdeen has closed and all calls are handled from the Glasgow center. There was a call that just asked police to attend 'Tesco's Great Western Road, the (Glasgow) call center assumed it was Tesco in Great Western Road Glasgow and sent the Glasgow police.
It turned out it was the Tesco in Great Western Road Aberdeen that needed the police, once they realised what had happened they sent the Aberdeen police to the Aberdeen Tesco.
The Glasgow police did not get sent to Aberdeen!
