By selling to English only he was excluding not only people of colour but Welsh, Irish and Scots.
Under law I don't know if its illegal but it's certainly morally wrong.
it is indirect discrimination - putting rules or arrangements in place that apply to everyone, but that put someone with a protected characteristic at an unfair disadvantage
I'm sure it's wrong to specify who he's willing to sell to. A bit like running a B and B and publicly specifying that Blacks/Catholics/Jews...take your pick...are not welcome.

His car, his decision as to whom he desires to sell it and by restricting it to English buyers, he is reducing his chance of selling it, I would have thought.

What would he have done if 'Andrew Williams' arranged to see the car and he turned out to be Hull born with Afro-Caribbean parents?
He was possibly frustrated by potential Asian buyers who do like to haggle more than most and offer insultingly low prices. I'm talking from experience.
