So every migrant who has been here 5 years at 'Brexit' will have permanent residency rights and the rest will have an' amnesty' and get residency later.
Can we expect a huge inflow to get established here before we leave?

I don't know if we'll get a massive inflow, but I'm glad EU citizens can stay.

My son's fiancée is foreign, and was worried that she might be sent back to her original country.
Why will it cause an influx. It will not take 5 years to leave, the EU will make sure of that even if May drags her feet.

This was bound to happen, it would be biting of your nose to spite your face to throw our 3.6m people who are embedded into our infrastructure.

I see, I read the article slightly differently.

I guess we will have to wait until the fine print is published by the Government.

The government is expected to announce a 'cut off date' after which new arrivals will not get an amnesty or residence rights. The article says a 'rush is expected' to get here before the cutoff date. That is my point, how many will decide to establish themselves here by arriving in the near future?
At the moment we do not know exactly how many EU nationals are here as there are no records kept , estimates vary by a 1/4 million or so either way! Nor do we know how many 'Brits' are living in the EU .
