There are lots of people like this who commit crimes that we'd like to see behind bars but the prisons aren't big enough to hold them all. There are worse crimes than this. committed by a range of sections on society where rightly or wrongly they don't end up in prison- shouting and threatening is not always deemed a prisonable offence.
