Frustrating Hiring Process

Hi everyone, I quit my job in march 2016 and started applying for jobs; during this time I applied for a job in an international government organization in my country and was called for an interview in earlyJune 2016 even though the role was one that I felt needed more experience. I attended the interview and thought it was not that great so I basically did not expect news from the organization; 3 weeks later I received a call from one of the directors who is also the acting CEO (he interviewed me with 2 of his colleagues that day) telling me that I wasn't selected for that role because another candidate had more experience but that he really liked me and he wants me to work with him and we discussed pay and the role and what id be doing; over the next few weeks he kept checking in and making sure I was kept abreast of what was going on and how he was going to create a role for me and talking about his plans with HR. It was really flattering that the He took that much interest in me so I slacked off on a few other interviews because my heart was in this job. About a month ago he emailed me saying he had created an internal position role for the job and he sent a link to apply and assured me that it would be him and his 2 colleagues again that would interview me; a week later he calls me to say the role had to be cancelled because of audit purposes in HR that if they didn't cancel it the job would have been between me and someone else(he had never mentioned that there would be other people vying for the role as well) and told me not to worry that he had my back that i would definitely get in, we even laughed over the phone about how chicken I am he said HR would have to modify the job title in some way and then resend the application link to me since it would be internal. This week comes and I hadn't heard anything so I mailed him on Tuesday, he replied saying the new link came out that day(which i found rather odd because if i didn't ask him I guess I might not have known but i also reckoned he's a very busy man) and he would forward it to me, since Tuesday I rang once and emailed twice letting him know i'm excited and still awaiting the link but he hasn't responded to my call or email....what do you think has happened? should i forget it and start my job search all over again or?

Hi- it's better to just post once- it gets confusing and disjointed if there are two concurrent threads.
I would start looking elsewhere for jobs
