Little Kegan was the seventh child born to a heroin addict, her father was jailed for drug smuggling, and her killer's own mother murdered her dad.

Plus the fact that Kandyce Downer obviously only fostered this poor unfortunate child for the money, and then even tried to accuse her own son of killing the little tot.

None whatsoever aog. Utterly heartbreaking and the waste of another beautiful child.
Shocking story AOG...not sure what else to say.
A bullet and shallow ditch would suffice.......and she only just deserves the ditch.
Little Keegan had no chance at all, so sad.
Whoever gave this dreadful woman the sole legal carer status. must take some of the blame.
doubtless the inevitable ensuing serious case review will establish that "all proper procedures were followed" and "lessons will be learned", and then - as has followed previous similar cases, budget constraints will see to it that nothing will happen.
Perfectly summed up by mushroom25.

This will happen again and again and again. There simply isn't a foolproof way of ensuring the safety of children in the care system.

I'm at a loss as to why someone would do this to a beautiful baby. To me, it goes against human nature (care and protection of the next generation).
I wonder how she treated her own children...

It's always going to happen and if the parents don't seek medical attention they won't be flagged up.

Poor little thing. Must have been in horrendous pain.

Well accusing one for the child's murder is one example.
At least they managed to survive.

My daughter is trying to adopt a child at the moment. The amount of hoops she and her husband have had to jump through is unbelievable, but justifiable. It looks like the Birmingham social services don't apply the same conditions.
What a tragic case.
Melv...I think they do with adoption, not so much with fostering.
she's been handed a life sentence, with a minimum period to be served of 18 years. the judges sentencing remarks are in the link below; note it's not a pleasant read.
