Prohibition rarely works on something that is so popular, just look at the US for that. All it does is fund criminals, and these days that includes terrorism.

Tax it and control it.

Same goes for prostituion. You can't stop it so legalize, control and tax it.

Probably to be used in the smoking area outside would be my guess.

I dont partake myself but I cant see that with so many using it a ban should be in place. Lets use the tax revenue to hammer hard drugs with draconian sentences.

Holland have a smoking ban similar to ours, but also have Cafes that are licensed to sell and consume cannabis. It is not an exemption it is a licensing issue. Many areas in the UK have a public drinking ban, but you can drink in a licensed establushment.
