Like you say AOG, there's a good clear mugshot so time and the authorities will catch up with them. By community, I expect you mean the people of Coulsdon, who seemed pretty well in evidence supporting the lady who was assaulted.

What a disgusting story, doubtless picked up their local media as well, their school will see it and inform the authorities.

Perhaps that is because I never said that.
More or less in your opening title....
The CCTV captures are good quality so I am confident that someone will recognised them and they will ge gound.

Not sure about the 'their community' reference. I assume by 'their community' you mean the black community. You wonder if they will hand them in. Do you doubt that they will?
The community , the people in the neighbourhood or locality , that type of thing.
Why wouldn't they?

Just hoping that they will, because it is known that black communities are less likely to cooperate with the police than whites.

On the subject of black people being less likely to cooperate with the police, the link you supplied (I am sure you read it) supplies the reason

// Black individuals are usually reluctant to co-operate with the police (Smith, 1983a). We propose that a history of unpleasant interactions with the police generates hostile attitudes towards the institution (Jefferson & Walker, 1993). Using a sample of 56 black and 64 white participants, we examined whether quality of contact predicts black people's attitudes and subjective norms concerning co-operating with the police. Our findings indicated that the Contact Hypothesis (Pettigrew, 1998) and Theory of Planned Behaviour (Ajzen, 1991) jointly provide some insight into the disinclination of black individuals to co-operate with the police. We found that the relationship between race and attitudes or subjective norms concerning co-operation with police investigations was mediated by quality of previous contact with the police. In other words, a bad first impression left by the police means people are less likely to work with them in the future. Hopefully after MacPherson, that is gradually changing.
There was a great photo in the press at the time of some riots somewhere in the UK of a black mother smacking her son and dragging him home by the ear when she saw him on the tv. I thought it was a shame football hooligans' mothers didn't do the same thing. :D

Yes I do think that there is doubt about handing them in.

Inner city communities would be loathe to hand them over to the "pigs" and it is well known that "scousers" are a protective group for their "family."

I have no doubt at all that in the right, community, their protection will be guaranteed.
