... goes to the voter in the Monmouthshire constituency who expressed (his or her) opinion of Conservative candidate Glyn Davies by drawing ... frankly, a willy ... against Mr Davies's name.

As the, err, willy was completely contained within the box ... it was counted as a vote for Mr Davies. Who won the election in that constituency.

No I think they were quite sure it was a small willy.

Small, but "detailed" apparently.

One wonders what sort of "detail" was involved?

The willies one sees drawn on (for example) the walls of pub loos, tend to be "much of a muchness".
I am surprised that the vote wasn't 'circumcised' when they were counting though.....
