None of those promises are specific, measurable or time-bound. So no he hasn't.

The reverse is a tombstone for the Labour Party.
They are time bounded, as he explained in his speech: by 2020

1. We will clear the deficit.
- or merely just scratch the srface.

2. We will get the Country's finances in order.
- by doubling the national debt.

3. We will reduce immigration to the tens od thousands annually.
- by letting in 1 million new immigrants over 5 years.

Etc, etc, etc...
