a ferry isn't UK soil and thus there's no process for that to happen. if he'd have dropped off the truck in Dover, then the authorities would probably have given him a train ticket to Eat Croydon and told him to report to Lunar House.
All accidental deaths are tragic, but this man died committing an illegal act, is it any different from a thief dying from falling off a roof, while in the act of stealing lead?
According to the report the lorry travelled via Eurostar so did not set sail from France.

baza, I very much doubt the truck travelled via Eurostar, which is a dedicated high speed passenger service rather than one able to accommodate HGVs.

(or do they mean Eurotunnel? in which case the same principle for ferries applies, the shuttle trains are not UK soil).

There are plenty of safe countries between the Sudan and the UK he could have escaped to.

Surely escaping the 'war ravaged country' is his first priority? After that, he is supposed to seek asylum in the first safe country he enters.
why didn't they drop off the truck as soon as it was in UK? why wait till M25?

the following explains the asylum process for UK incomers - anyone claiming asylum needs to do so as soon as they land so that they can receive legal advice (the process is a legal minefield), and to ensure they don't miss out on living expenses which may not be payable if there is a delay in claiming asylum.

the simple answer is that a proportion of these people don't want to claim asylum, but to disappear into the black economy.

This man had 'escaped a war ravaged country' the moment he stepped over the Sudanese border.

The moment he entered Europe should have been the moment he claimed asylum - these are, after all, the rules.

If this chap was wanting to claim asylum in the UK, he'd've made himself known to the authorities the moment he entered the UK - as mushroom has stated, this chap's intention was to disappear into the black economy.

He would have had a much better life in the first European country he stepped foot in, but he chose to ignore every European country he travelled through in order to risk getting into the UK.

The risk failed in the ultimate way a risk can fail.
The M25 should have been a safe place to drop off. The traffic's usually stationary.
