an ability to say yes.
So - never had a 'proper' job - a whole life as a Policy Wonk.

Ideal material for an EU Commission member.

Personally I don't don't think he's right, too honest for a start, not one decent fraud conviction, clearly has no idea how to fiddle figures. How does he think he's going to get on in the financial dept of the EU?
//given the job of overseeing financial services in the EU//

Now there is a poisoned chalice if ever I saw one.

what experience has he had in the financial sector ?
Lord Hill's career

Born in north London in July, 1960
Read history at Cambridge University
1980s - Special adviser to Kenneth Clarke in Conservative cabinet
Early 1990s - Adviser to then PM John Major during EU's Maastricht Treaty negotiations, which launched euro
1994-1998 - Senior consultant at lobbying firm Bell Pottinger Group
Founding director of Quiller Consultants
2010 - Becomes a Life Peer as Baron Hill of Oareford
Serves as leader of House of Lords and leader of Conservatives in the House

So none, so just ripe for an EU gravy train position.
...and years of claiming expenses to the max and crafty negotiations of his own tax affairs no doubt...so plenty of experience in the financial sector
Tried to resign as Education Minister a couple of years ago, Cameron wouldn't let him. Didn't want to go to Europe, said he wanted to stay in the UK. Was described as ineffectual as leader of the House of Lords. Sounds like an ideal candidate to follow Mandlesome, Kinnock, etc.
