Just go out and see if you enjoy being with him , and then decide whether you both want to take it further
Why don't you spend some more time with him properly and see how you feel then? You don't need to make any long-term promises now- just see how it goes.
Sigmund Freud said the best way to make a decision is to toss a coin. But...if you're at all disappointed with the result, change it!
This guy is in the friendzone, few ever escape.

Do the right thing and tell him straight that there won't be a relationship beyond friends, it is unkind to keep him hanging on the off chance you change your mind.
Have you got any desire to kiss him? If not you won't want him as a 'boyfriend'. Not at the moment anyway.
Take your time and see how the first date goes. No rush is there, and see if you feel comfortable in his company
You are still young, you are likely to have many boyfriends over time. If you know you like him then why not take a chance ? Just make sure you set the limits to the relationship where you want them. You are allowed to get out again later when you wish, just don't flit in and out of relationships as if you aren't really treating others with respect; which doesn't sound like the sort of thing you'd do anyway.
