ohhh, do you think? i posted it in here because it is a topical, news and politics related question, based upon the coalition government proposed NHS reforms.. where do you think I should post it? Thanks by the way :)
You may also find this of interest, carley. And it may help to define more precisely what you mean by the term "reform". In addition to the reforms designed to change the principles underpinning the delivery of the service to the patient, there have been many initiatives whose stated aim is to improve service and efficiency, notably centreing around things like NHS records, computerisation, etc. There have been many reforms of staffing and grades, particularly in the support and ancillary sectors.

Fair enough.

Usually, when people post questions in this section, they frame them within some contemporary context such as a current news article or television programme. The manner in which the question was asked made it sound very much like a homework question.
