Still I doubt this was ever about revenue raising, it simply does not raise enough and if he really wanted people to pay their way then Google, Amazon and a few others spring to mind that would each make this look small fry.

The problem is, youngmaf, there are insufficient numbers of Conservative "Leavers" to form a government. In fact, I think there are insufficient numbers of genuine Conservative Leavers to fill a phone box. Those that are now compelled to see through the UK's departure wanted no such thing at all. They wanted the cosy status quo to continue meaning MPs could blame all their shortcomings on the EU ("sorry chum, our hands are tied. European regulations and all that"). Many of them had lucrative second careers in the EU in mind when they were inevitably booted out of Westminster.
Mr Hammond (who should ideally be a funeral director rather than Chancellor) was principle among them. His idea that the increased NI payments from the self-employed will form part of a "war chest" to cope with Brexit would be laughable if it were not so serious. It will raise very little and what it does raise will be lost in the noise. Apart from that there is no need for a "war chest".
Among other items of "small print" is the reduction in the amount of dividends that people can receive tax-free. This is currently £5,000 and is being cut to £2,000 from 2018. It is being introduced because many small business owners pay themselves in the form of dividends and not salary, thus giving them an extra £5k pa free of tax. So this is essentially another attack on the self-employed. But as well as them, many savers rely on dividends to supplement their income which has been all but annihilated by ludicrously low interest rates on cash. With frugal investment it does not take too much effort to earn £2k in dividends and those investors will now face having to hold some of their shares in an ISA which considerably reduces flexibility to trade,

The honeymoon is over for May. I checked the manifesto yesterday, and it actually says there will be no NI rise, 5 times. So for May to deny breaking it is just digging herself a bigger hole. She showed signs of her inability to admit to errors when she kept not answering the question in tv interviews. It is a weakness that will be her undoing.
A spectacularly bad debut for Hammond as Chancellor. First impressions matter, and even his own MPs think he has made a hash of it.
