With Elon Musk of _S P A C E-X_ giving _N A S A_ et al a welcome wake-up call from man's space-exploratory slumbers since the Apollo Programme, manned flights to the Moon and even Mars are suddenly regular headline news.

The former has announced a loop-around trip of the Moon for two fare-paying passengers, due for 2018 = next year. The latter planning similar in, I think, 2020.

As _S P A C E-X_ has already mastered the returning of a rocket to its launch-pad, perhaps the U.S.A.'s national space institute would be well advised to have an initial, manned test flight - ideally with the aforesaid Caliph, who is due to be voted effectively as a dictator next month.

Is there a question or are you just thinking out loud?
I thought the issue with NASA was about getting sufficient enthusiasm/budget from government/citizens to allow them to kick off more projects. Surely NASA does what it can already.
