Is this the same American Scott Walker, of the W/brothers?

Yes it was.

I've never been a great fan of Scott Walker and I can't really see what all the hype is about. (For me the same applies to some other so-called 'greats', such as David Bowie).

However the Grauniad rated the prom as 3 star entertainment

I've never understood the hype around Rod Stewart. I don't think he can sing for toffee, but that's just my opinion!
Rod's cheeky personality and showmanship makes for great live shows !!
Scott Walker had a great voice back in the day but I haven't heard him sing for years, I suppose with time voices do deteriorate, as for Bowie, I also did not get what he was about, some half decent songs but thats about it! I've always been a fan of Rod Stewart, seen him about 15 times over many years, I love singing along to his back catalogue, I like him because he's a showman, always puts on a good show, I think the ladies love him and the men would like to be him!!

The walker bros, were one of my favorites in my teens Chris, but I watched a doc a few years ago, of his new latest music projects.

He was weird, and so was the music, sounded like something you would hear, between a witch convention or on a LSD trip.
And he talked very strange :-)
Scott Walker had one of the great voices in popular music.

Scott Walker may well have been great, but this Prom certainly was not: just people like Jarvis Cocker and Richard Hawley trying - and failing - to sing his songs.
